There is severe risk of flooding, isolation, and loss of access to vital services throughout the provinces of Dak Lak, Gia Lai, Lam Dong, and Khanh Hoa. Vietnamese authorities have recorded at least 50 fatalities and 10 missing individuals so far. The Vietnamese National Center for Hydro-Meteorological Forecasting (NCHMF) forecasts continued rain through November 24, with rainfall levels ranging from 50 to 200 mm (2 to 8 in), impacting already-flooded areas in Dak Lak, Gia Lai, Lam Dong, and Khanh Hoa. These areas recorded extremely high rainfall beginning November 14, exceeding 1.7 m (5.6 ft) in some areas.
The heavy rains have stressed water infrastructure and riverways, with several areas surpassing historic flood levels. Major rivers in Dak Lak, Gia Lai, Lam Dong, and Khanh Hoa have water levels far above average, and though it has begun to recede, severe flooding continues in many areas and water levels are at risk of once again surging. Thousands of residents throughout Dak Lak, Gia Lai, Lam Dong, and Khanh Hoa are evacuated or isolated in flooded conditions without access to emergency services, power, and/or food and water.
U.S. Consulate General officials in Ho Chi Minh City have been in contact with local authorities who confirm that they are assisting residents and visitors in affected areas. However, the widespread disruption of roadways and utilities from flooding significantly hampers these assistance efforts. Further Action You Can Take:
- Avoid travel to the affected areas.
- Do not walk or drive across flooded areas.
- If you are caught in flood conditions:

- Avoid entering the water or abandoning secure higher ground. Instead, shelter in place and notify authorities of your presence.

- Conserve battery power, especially on phones or other devices that may be used to maintain communication and signal for help.

- Use objects to produce sound and visually indicate your whereabouts to rescue teams.
- Monitor local media and weather forecasts. Be aware that forecasted storm paths can change, and any additional rain might have outsized impacts on already-flooded areas.
- Move valuable documents and other items to higher ground, if possible.
- Comply with evacuation orders and promptly leave dangerous areas.
